President Muhammadu Buhari has ordered the reduction of overseas tours by ministers, permanent secretaries and chief executives of government agencies to eight per year and must be strictly for official purposes.
Buhari, in a new guideline on fiscal prudence issued on Wednesday by the Secretary of the Government of the Federation, Boss Mustapha, ruled that estacodes, the dollar-denominated allowances that officials draw, shall only be for the days of the event and not for the entire travel days.
Until now, officials collect estacodes for the entire travel time even when the real event is for a day or two.
The new presidential order also ordered government officials to submit their yearly travel plans within the first quarter of every year for approval.
In a bid to curb leakages and ensure efficiency in the management of Govt resources, President Buhari has approved for immediate implementation, additional cost saving measures aimed at instilling financial discipline and prudence, particularly, in the area of official travels.
Henceforth, all Ministries, Departments and Agencies (MDAs) are required to submit their Yearly Travel Plans for statutory meetings & engagements to the Office of the Secretary to the Government of the Federation and/or the Office of the Head of Civil Service of the Federation for express clearance within the first quarter of the fiscal year, before implementation. They are further required to make their presentation using the existing template and also secure approvals on specific travels as contained in the plan, from the appropriate quarters
On Nature & Frequency of Travels, all public funded travels (local & foreign), must be strictly for official purposes backed with documentary evidence. In this regard, all foreign travels must be for highly essential statutory engagements that are beneficial to Nigeria’s interest.
Except with the express approval of Mr. President; Ministers, Permanent Secretaries, Chairmen of Extra-Ministerial Departments, Chief Executive Officers and Directors are restricted to not more than two (2) foreign travels in a quarter.
Also, when a Minister is at the head of an official delegation, the size of such delegation shall not exceed 4 including the relevant Director, Schedule Officer and 1 Aide of the Minister. Every other delegation below ministerial level shall be restricted to a maximum of 3.
For Class of Air Travels, the President has approved that Ministers, Permanent Secretaries, Special Advisers, Senior Special Assistants to the President, Chairmen of Extra-Ministerial Departments and Chief Executive Officers of Parastatals who are entitled, continue to fly Business Class while other categories of Public Officers are to travel on Economy Class.
Also, travel days will no longer attract payment of Estacode Allowances as duration of official trips shall be limited to only the number of days of the event as contained in the supporting documents to qualify for public funding.

Aboderin served as the Senior Special Assistant on Public Affairs to former Governor Abiola Ajimobi.

Poor network connection on Thursday prevented Nigeria’s President, Maj.Gen. (Retd.) Muhammadu Buhari, from addressing a United Nations virtual meeting.
Themed on finance for development, the meeting was convened by at the instance of the UN Secretary General, António Guterres.
Buhari’s connection from Abuja had hitches right from the start as he went on and off for seconds before the video connection went off completely, a report by PUNCH said.
He briefly highlighted the impact of COVID -19 on African countries and how the situation was making it difficult for Nigeria to fund the 2020 budget before he was disconnected by poor network connection completely.
The organisers quickly called on the Prime Minister of Thailand, Prayut Chan-o-cha, to make his own presentation.
Makinde to roll out first set of Digitized CofOs to mark one year in office
Oyo State Governor, Seyi Makinde will on Monday, June 1st 2020 distribute the first set of digitized Certificate of Occupancy to successful applicants under the Oyo State Home Owners Charter (OYHOC) scheme.
This land title document Made Easy Initiative is in line with the Engineer Seyi Makinde led administration’s promise to speed up the process of getting land title documents at an affordable cost and also within 60 days.
These title documents include Certificate of Occupancy, Deed of Assignment, Deed of Sublease and Deed of Mortgage Consents.
A release issued by the Commissioner for Lands, Housing and Urban Development, Barrister Abiodun Abdu-Raheem said the event which will take place at the Government House, Agodi, Ibadan is part of activities commemorating the One year in office of the present administration.
He further explained that the programme which will hold at 12.00 noon would be done with strict adherence to COVID 19 safety measures which will, therefore, limit the number of applicants that will be invited for the symbolic presentation.
Barrister Abdu-Raheem also called on eligible property owners without title or approved documents to take advantage of the window of opportunity.
He encouraged people with outstanding applications to visit Room 4 of the Ministry of Lands, Housing and Urban Development, State Secretariat, Agodi, Ibadan to find out the status of their applications with a view to ensuring they get their title document as this administration is determined to provide title documents within 60 days of application.
